It could be a problem with the dash light dimmer. I doubt that its a problem with the ground since you said that the gauges are working. There is a circuit board behind the gauges, and if it were a bad ground issue, then the gauges wouldn't be working either.

It feed from the park lights to a small fuse, then back to the switch for brightness adjustment, then to the dash lights.
